New Chairs For TCIFA’s Provo Premier (Men’s) League and Women’s Football League

Turks and Caicos Islands Football Association (TCIFA) announces the appointment of new League Presidents, Victor Lowe of the Provo Premier League, and Lisa Garland of the Women’s Football League.

Victor Lowe’s background includes a stellar scientific and new ventures development career in Corporate America, working with companies such as Carnation/Nestle, Pillsbury Corporation, M&M Mars Corporation, while securing numerous patents. Today, this scientist, entrepreneur, philanthropist, and visionary is the Founder and CEO of Global Capital Limited, TCI’s premier non-deposit-taking micro-medium lender. He was also recently appointed 2nd Vice President of the TCIFA during its 2020 Congress.

Lowe’s entrepreneurial zeal and accomplishments have earned him the title trailblazer, having established a successful automotive accessories development and marketing company in the United States, as well as being on the cutting edge of technology in his native Jamaica where he established the first company (World Telenet International) to provide internet service by way of fiber optic or submarine cable. He also holds the distinction of being the first Caribbean national to secure an international telecommunications license to break the then monopoly held by Cable and Wireless, and secured the second FCC-214 telecoms license issued by the United States Federal Communications Commission to a telecommunications entity in a foreign jurisdiction.

Lowe is deeply committed to youth development, and this is manifested in his service and contribution as a Trustee and Member of the Board of Management of The Mannings School - Jamaica’s oldest British co-educational secondary school. He continues to support academic development of students while leading a sustainable competitive sports program and funding a sports directorate. Victor is a founding member of the annual Westmoreland Curry Festival, a fundraiser, which supports the school’s development and NGOs in the city of Sav-La-Mar. Amongst Lowe’s many interest, is a his intense passion for sports, especially football.

Commenting on his appointment, Lowe said, “I am both humbled by, and appreciative of the confidence that has been placed in me by the Executive Body of TCIFA led by the competent and passionate President Sonia Fulford, to further propel the league. I am distinctly aware of the ensuing responsibilities and I am committed to the obligations that come with the task. I am especially excited to be working with such a dedicated group of professionals who lend themselves selflessly to the endeavors and the vision of the Association. I applaud TCIFA’s ongoing demonstration of investment in our young people and encourage the young men and women of the Turks and Caicos to become more involved, and to harness the many opportunities that exist in this great sport of football."

Lisa Garland, employed by the Misick and Stanbrook lawfirm since 1995, is one of the company’s longest serving employees. She is currently a senior personal assistant to two of its partners, and manages the firm’s banking and security department. Her role in the firm has grown over the years and she is now an integral part of a closely-knit team that has been together for more than 20 years. This is a testament to Garland’s loyalty and commitment to those around her.

Garland has always been tremendously involved in various sports, but her devotion to football dates all the way back to the year 2000. Her daughter, who then participated in the women’s programme, influenced her involvement. She would join the Red Star Football Club where she was tasked as team captain for several club competitions. Her strength, discipline and passion for the sport landed her a spot on the TCI Women’s National Team. This brought her a few caps by competing in the first series of national and regional competitions representing the Turks & Caicos Islands, with the most notable being TCIFA’s first-ever international match against the Haiti Tigress in the year 2000, and the Concacaf Women’s World Cup Qualifier in 2010.

In 2004, Garland was appointed to the TCIFA’s Women’s Football Committee, where her member responsibilities included aiding in the promotion of women’s football and the organization of a structured league, and seeking women’s football developmental opportunities. She continued serving on this Committee over the years.

Garland commented, “I am very enthusiastic and excited to accept this role as Head of the Women’s Football League and to be able to serve in such a prestigious organization. It has always been an aspiration of mine to be a part of helping to promote Women’s Football in our country and I humbly embrace this opportunity. I am looking forward to working with the team of professionals already established in the organization and to continue developing the great work that has been done thus far. With that being said, I want to thank the TCIFA for affording me this invaluable opportunity and I promise to give my all in service.”

TCIFA President Sonia Fulford said, “We are excited to be welcoming Lowe and Garland as the new League Presidents. And, although the change over occurs during a difficult time, in light of the global pandemic and with football currently not being played, I believe that the spirit of togetherness, deliberateness and enthusiasm displayed by our TCIFA team will definitely help with this transition. Both individuals bring with them a wealth of business experience and a burning desire to see the FA succeed. I am sure that they will also bring that positive energy to our team; strengthen our commitment to football development and enhance critical solutions to ensure the leagues are back in full swing. We are looking forward to what the future holds under their leadership, and we are confident that the leagues will continue to endure long into the future."
